ICBM Polska CSS — Comparison Shopping Service for Shopping campaigns
CSS (Comparison Shopping Service) is a Google partner program enabling product ads on Google Shopping through an accredited partner. The CSS auction mechanism can lower the effective cost per click in product campaigns — with no change to how the ads look to users. Campaigns are run by the ICBM Polska team — a Google Premier Partner since 2014, over 1,000 campaigns delivered.
What CSS is and how it works
CSS (Comparison Shopping Service) is a Google partner program in which accredited partners — such as ICBM Polska — can display product ads on Google Shopping on behalf of online stores. Unlike standard access through Google Shopping, the CSS auction mechanism works on different terms, which can result in a lower effective cost per click (CPC) while maintaining the same ad visibility for the end user.
The effect depends on the industry, competition level, and campaign configuration — which is why we do not quote a guaranteed savings percentage. Our experience shows, however, that e-commerce stores with mature product campaigns and a significant Shopping budget can see a real reduction in effective CPC after migrating to a CSS partner.
How the CSS auction mechanism works
In standard Google Shopping, the platform charges a fee for access to the auction inventory. CSS partners participate in the auction directly, without the default Google Shopping intermediary, which changes the auction cost structure. In practice, this means an advertiser using a CSS partner can get a lower effective CPC for the same auction positions. Ad visibility for the user — product name, photo, price, store name — remains identical to standard product ads.
- Lower effective CPC — the CSS auction mechanism can reduce the cost per click compared to default Google Shopping.
- No change to ad appearance — the user sees an identical product ad; the change concerns only the auction mechanism.
- Performance Max compatibility — the product component of PMax campaigns also benefits from the CSS effect.
- Existing campaigns keep running — after the feed migration, Shopping and PMax campaigns in Google Ads require no rebuild.
- Full budget control — the ad budget goes directly into the client's Google Ads account; ICBM Polska adds no markup on media.

CSS works best for e-commerce stores running Shopping campaigns or Performance Max with a product feed in Google Merchant Center. The higher the spend on product campaigns, the greater the potential impact of the effective CPC on overall e-commerce campaign results. CSS makes the most sense when product campaigns are already well configured and optimized — a lower cost per click translates directly into ROI.
Feed migration and Merchant Center
Switching to a CSS partner requires a technical switchover of the product feed in Google Merchant Center — we handle it entirely. Existing Shopping and Performance Max campaigns in Google Ads can continue running without changes to structure, bids, or settings. We carry out the migration efficiently, minimizing any interruption to ad delivery. After the migration, we monitor comparative data (CPC, ROAS, revenue) in Google Ads and GA4 to assess the real effect of the change.
CSS and Performance Max campaigns
Performance Max campaigns that include a product (Shopping) component also benefit from the CSS mechanism. This means the effective CPC on product inventory in PMax can be lower after switching to a CSS partner — while keeping the full automation and reach of Performance Max. If you run both classic Shopping campaigns and PMax, migrating to CSS can deliver results on both fronts.
